If you capture someones capital do you get an increase in your income or is it just their income that is lowered?
If you do get an increase what happens if they resign?

You decrease the original owner's income by half. There is no increase to your income.

Capitals are also useful because they do not require a CT to build a land base on and any land base on a capital will allow you to build a CT immediately without the one turn wait.
