A lot of people use transports to get accross the water and to expand. I've always wondered:
When you cross the water to expand on other lands, does it count the water that you've crossed?
(I'd guess it doesn't, but i've always wondered...)

If you are talking about your current sector count, the only ones that count are the ones currently occupied by your ships.
